We are also sailing over July 4th and this is what I found on the Carnival website:

We've sailed over July 4 seven times. They've had more activities in recent years - trivia games, special photos, and deck parties. As for ports - three times we've been in current or former British territories. No the ports did not observe the holiday for us. However, we've found some very good-natured ribbing in those ports.:p
