Traveling with a 19yr old not related to me

Ok I understand Carnival requires a guest to be 21 to travel alone. DS is 21 but his GF is 19, they are thinking of going on our next cruise with us. I figured I'd link their room to ours. Is that all I need to do? Since she's over 18 I know there are no restrictions on where they book on the ship but will she require a note from a parent? I thought so but now that seems absurd being over 18 and needing a note from Mommy.

 

I went back and reread and now think I misunderstood the policy. Under 18 requires a note but 18-20 I think only requires a linked booking. Can anyone clarify, want to make sure I am understanding it correctly.
