what is the normal time to be able to walk off the ship on arrival in port.

Well that all depends. They have to be cleared first, after they dock. Half an hour to an hour -- Sometimes they dock earlier, sometimes later than posted. Just depends on weather and what's happening in the harbor, lots of things can affect it.
