Yes. I was on Breakaway in May and we definitely encountered this. Luckily, for popular destinations like Horseshoe Bay, there were also shuttles and vans that wait at the Dockyard. They were $7 a person. More money than the public bus but still way cheaper than a ship excursion!

You can also take the ferry to St Georges and into Hamilton. It's a nice ride and not that expensive. Since we have been to Bermuda 3 times we rarely book excursions through the ship and just take the ferry. We have been on the buses and didnt feel the price was bad but it seems to take longer because you have to stop at the designated bus stops throughout your route.

No problems with buses n ferries last week. Took 9:30 am ferry to st Georges then bus to swizzle inn then bus to Hamilton and ferry to dockyard. Smooth as could be. If u r going to horseshoe take a cab or the $7 bus/van from dockyard. They take u down the hill also.
