Frenchmen Street (Fauberg Marigny, just across Esplanade from the French Quarter) attracts a younger crowd, including lots of locals. My wife and I do it every year. If you are going to stay over New Years, make your reservations NOW. Word of warning though - I found when making our Sugar Bowl reservations last year that you had to prepay your reservation for many of the hotels.
