I believe this means obstruction if any is up to the floor of your balcony should give you a good view straight out. It can vary by where the ship is & that country's requirements as well as how many B2B cruisers there are. Most of the time you do not have to pack your hanging clothes as the cabin steward can move them to your new cabin. You do have to pack everything in drawers, bath, safe etc. We did a New Zealand/Australia B2B in February. There were 1,100 B2B guests. If you do a search on 6247 you will see someone has posted about it. Looks like you will only see the top of the tender and so will have unobstructed views if you look straight out.
