Booking Shore Excursions?

Question...I received an email yesterday from Princess saying I can pre-reserve my shore excursions on my account. I went to the Cruise Personalizer and it still says "not yet available". Any clue as to what is going on? Plus there is the fact that my itinerary is going to Cozumel. When I can book excursions, should I book in Cozumel?

I also received an email to book my excursions, but am unable to do so at this time. I am doing the Southern Caribbean route in January.

FYI - last year we had a stop in Grenada, I prereserved an excursion that I was told after we boarded was not available at that time. Bummer, but once I got to Grenada I understood the problems that they had in greater detail.
