You have been mis-informed. The trip is very easy and inexpensive. First, you need to determine which cruise port you are sailing from. There is Harumi Terminal in Tokyo and Osanbashi Terminal in Yokohama. Both are considered "Tokyo Terminals". You are probably using Osanbashi Terminal in Yokohama. Narita Express will take you from Tokyo Station to Yokohama Station in less than 30 minutes. Trains run every 30 minutes. Fare is about US $20 per person. The trains have ample luggage storage in each car. From Yokohama Station you can take a taxi to the Osanbashi pier for about US $10. The taxi ride is about 10 minutes. OR You can take a taxi or train from Tokyo Station to Shibuya Station. Taxi Fare is about US $15. Train fare is less than US $2. The taxi ride is about 15 minutes. The train ride is about 10 minutes. The train will have limited luggage storage. Avoid rush hour traffic. From Shibuya Station you take the Toyoko Line to Nihon-Odori Station in Yokohama. Trains run every few minutes. The fare is 440 yen per person. If you catch an Express train, you will get there in 25 minutes. Semi-Express or Limited Express takes about 30 -35 minutes. A local train can take as long as one hour, with many stops. Try to avoid the local trains. There is limited space to store suitcases on these trains, so try to avoid rush hour traffic. From Nihon-Odori station, it is a 10 minute walk to the Cruise Terminal. Or you can take a taxi for about US $7. A 5 minute drive. You purchase train tickets in the stations. Your hotel concierge can give you the details. Most train stations in Japan now have English speaking staff standing near the ticket machines to assist you. If you purchase a Japan Rail pass in advance, your trips to and from the airport, the train from Tokyo Station to Shibuya Station, as well as the Narita Express trip from Tokyo to Yokohama, are covered by the pass. Japan Rail passes can be for 1 to 30 days. They are usually a very good deal, depending on your travel plans. If by chance your ship is at Harumi Terminal in Tokyo, just take a taxi. It will cost you about US $25 dollars and take about 15 or 20 minutes from Tokyo Station to Harumi Terminal.
