Ok so I understand because of some Texas law the Cheers program does not go into effect until day 2 and you pay for 1 day less because of this. But, what about the other beverages offered through Cheers? Soda, water, energy drinks, etc? Do we just have to pay for those individually on the first day as well?

You aren't paying for day one so you wouldn't be entitled to anything CHEERS covers - everything must be purchased a la carte.
