Are there any places to rent snorkel gear close to the Punta Langosta Pier?

NO, either bring your own or rent from the ship. If you do any day passes at the hotels, gear is usually included. Also 10 min walk to Sunset they have small beach and place to rent snorkel gear and some decent snorkeling.

I am also looking for a place within walking distance from the carnival pier that has a place to do a do a little snorkling. Do you know if there is a fee to use Sunset beach? how deep is the water?

No fee to enter Sunset. It's a small beach, not a large drop off. You just buy a drink or food to get a table/lounger. Snorkeling isn't as great as say Money Bar, but it's better than most of the beaches south of Chankanaab. But depending on how many folks in your group, taxi fare to Money Bar, Corona Beach, or Sky Reef isn't that expensive. Food and drink prices are reasonable too. All of these places have websites you can review before deciding.
