All mariners, and anyone who accesses port security areas (taxi drivers, truck drivers, longshoremen, marine vendor representatives, shipping line office personnel, port chaplains) in the US have had to have a Transportation Workers Identification Card (TWIC) for about a decade now, that has all of your biometric and ID information encoded on the card.

 

While I'd certainly agree that most of the people you listed definitely would have to have a TWIC card to be able to do their jobs, a couple of them (truck drivers and some vendors) can get by without a TWIC because they can be escorted on/off the pier as long as their escort stays with them while they're on the pier. I often have to do that when a cruise ship is at the dock. That's not practical for most people who will be on the pier when a ship is in of course. I didn't know, or maybe just forgot, that my TWIC has my biometric info encoded on it. Once again I learn something from reading one of your posts.

That simply does not make sense. Dept. of State insists upon documentation - are you saying that they issued a passport in a name which did not match ANY of the supporting documents? I think you must be missing something.

 

Go look at the government website (https://travel.state.gov/content/travel/en.html) and you'll see that for an initial issue passport you don't need a marriage license or certificate just a government issued photo id (e.g. drivers license) to get a passport.
