I think I've read deck 11 on Allure has Diamond lounge but not on Harmony.

Are there any cabins to avoid in the Central Park balconies?

On Oasis and Allure he D lounge is on decks 11 and 12. On Harmony it is on deck 4. Wonderland is on 11 and 12.
