What is this bid that is being talked about?

First time on Norwegian. I am reading posts and see folks talking about bidding. I have no clue what that means. Can someone explain?

Basically when the cruise date gets closer and NCL has empty cabins they offer and upgrade at a discount off the regular fare. They now started saying you can bid on how much you are willing to give them for the upgrade. Of course they choose those who bit the highest and that person gets an upgrade at the additional cost they bid.
