Not recalling what Carnival considers Top 10 spots in Belize City, but bear in mind that Belize City is a working city, not a tourist destination city. And it's not the capital. However, if you go outside the Tourism Village where all tenders dock, you can get a horse drawn carriage tour of the city, probably many of the same sites. Anglican Church, Cultural Museum across the street from the church, the market place (not sure if you'd want to go there, but...), the museums on the same side as the tender pier, the lighthouse (which you can walk to on your own in under 5 minutes, and the smaller, new Belize sign nearby.

To be perfectly frank, Belize City is not super photogenic. Many areas are in rough shape, and even the richest homes have bars on their windows. Our cave tubing excursion with Butts Up included a brief city tour at the beginning, which I thought was perfect—I don't think it's the kind of city where a tour can be the "main event," but as a supplement to another activity it was great.
