Most definitely and I'd recommend you do so.

 

Monte Carlo is small. You can pretty much walk anywhere, though roads can be steep. The Palace, Casino and easy to get to. Alternatively you could try further afield.

 

Marseille, we stayed on the ship, but the town is easy to get to and many people commented it was a good port to visit, so don't make the same mistake we did.

 

Civitavecchia, the train station is approx 15 minutes walk away (there is a port bus for 1.5 euros I think) but takes you further away and you then wait and pay for another bus to the station. Train fare to Rome is just 12 euros return and that includes the subway. Rome is big, but the attractions are relatively close. Ticketing and queues however can be a pain.

Get a copy of Rick Steves' Mediterranean Cruise Ports. He will tell you what there is to do in those ports, how much you can do in the time you have on shore, and how to do it on your own, from the time you walk down the gangway until you walk back up. For some ports, such as Rome, Pompeii, Venice, Florence...He has free audio tour downloads on his website for ipod/mp3 and maps to print out to go with them. EM

We were on a cruise that stopped in Marseille for a day. Didn't go into Marseille. Took a taxi from the cruise terminal to Aix-en-Provence. Great city for walking around especially the Cours Mirabeau. Look it up. Had a great lunch in a lovely spot a block or so off the Cours. Took a taxi back to the ship. A good day.

In Monaco, there are minibuses that do a hop-on hop-off tour of the whole country. It takes half an hour and has 12 stops. You don't need a ship's tour for that one.

You can also look for private or shared tours that aren't ship tours. They are usually less expensive and better than the ship tours. Look on your roll call; often people get together to book a tour. Or check the port of call boards on this site or look on Trip Advisor and other sources for good independent tour ideas.

 

I haven't been to Marsailles, but Rome and Monte Carlo are doable on your own.
