At least a couple of years ago, they were available at Swirls, the ice cream bar inside the Lotus Pool area on the Lido deck.

Hey Chet! Long time no "see". We did that cruise last Feb and it was amazing. We saw the milkshakes like the other said at Swirls in the Lotus pool area, but we only had ice cream cones.
