What time is muster?

Can someone help please. We are embarking from Hong Kong on the celebrity millennium and it will be docked here for one night departing 6pm the next day. Normal muster for all passengers is 3pm on the day, does this mean we have to wait for this and then go off the boat to explore if we wish?

It would normally be about 1 - 1/12 hours before the scheduled departure. For those that would be ashore and not get back on time there would be a make-up session at a later time (that same day).
