I know that if one person in a cabin purchases the Cheers program everyone on the cabin that is over 21 has to purchase it. My question is what if some of the parties want to pre purchase and others want to purchase after they board. Can this be done?

all have to purchase at the same time. all pre-purchase or all on the ship

No. If you go to the FunShops and click on Cheers for you, it will add it to your cart for everyone in the cabin over 21. It's an all-or-nothing thing.
