What is the date that cruise certificates changed?

I received a phone call that went to voice mail from a royal vacation planner,

he stated that I had a cruise certificate dated from 2013 listed in my account.

 

My question for here is when did the rules change regarding combining of

discounts etc change, I would like to know before calling back.
