OBC Cruise Planner Question

So we used some OBC available to help pay for our drink packages in the cruise planner. This morning with the memorial day sale, they are a bit cheaper. Question is, if I cancel and rebook them will my OBC be available to use or is it nonrefundable?

My current booking with a TA I have $100obc with RCI and $75 from the TA.

 

 

Problem is it doesn't seem to apply my credit if buying anything in the cruise planner.

 

 

Is this because I'm booked with a TA that I can't use it now?

 

 

 

Could it be because I am part of a group booking?

The RCI OBC should show up in the checkout page. It may show up a couple weeks before sailing like some of ours is supposed to. When we booked, it said in the small print that the TA issued OBC would be applied x weeks before sailing.
