Excursions in private islands are sponsored or made by royal

I was reading about the accident that occurred in Rotan the excursion was sponsored by royal Caribbean. I imagine it’s easier for the cruise line to use a local agency to sell excursions

 

But I was wondering if the excursions that royal are selling in private islands like in labadee and cococay are also sponsored like they use a 3rd party but they are not created and directed by Royal right ?

I assume (and someone please correct me if I'm wrong) that ALL Royal's excursions are operated by a third party of some sort. Just from a feasibility standpoint, third party contractors/vendors have to be involved. I doubt Royal is in the business of staffing full time employees to change oil in Jeeps or fill scuba oxygen tanks in various countries around the world .
