Never been to Jack's (yet! ;) ), but for non-AI beach clubs the most often suggested are Paradise Beach and Money Bar.

 

PB charges $3 admission/char rental and offers water toys for an added fee (about $15). It offers great facilities, lots of chairs and shade, nice beach, HUGE pool, and good food, drinks and service - the nachos there are great! ;) Taxi for up to 4 passengers each way will be about $17+tip

 

Money Bar offers no beach, but good snorkeling from the shore, a sandy area for sunning/relaxing, good facilities, rental gear if needed, good food/drinks/service, and no admission fee. Taxi each way will be about $12+tip and MB offers a great happy hour and sunsets if your ship is staying late.

 

Check these boards as well as Trip Advisor for reviews. Mitsugirly is a frequent poster who has photo intensive reviews of both (and other Cozumel spots) linked in her signature.
