If a cruise visits an non-EU country, then there isn't a VAT to pay. We visited Malta on a 14 nt cruise a couple of years ago which saved a huge amount of money not having to pay the VAT on everything on board. If you visit any of the following the cruise will be exempt from VAT and the duty free shop should be open., Montengro (Kotor), Turkey, Gibraltar and any of the Canaries.
