A few things are assumed here:

1/ that the afore-depicted chair is in a prime location (in fact, I see a WALL behind it)

2/ that it is NOT located in a space reserved for a group travelling together (common language OTHER than English, and prefer to return to the same spot every day, to locate each other easily)

3/ that it was provided by a travel agency to save chairs on a CRUISE (it could have been "repurposed" from a land vacation... where you often have to PAY for your chair)

 

and the biggest one of all-

4/ That this photo was even taken ON A CRUISE SHIP. There are chairs like that everywhere. Even if it's a "cruise towel", there's nothing to say the chair isn't at a land resort somewhere...

I checked their website - No promotions for "chair banners" can be seen.
