Gem vs Escape for upgrades

Since Gem is smaller are chances for upgrades possibly as good as on larger Escape?

My experience has been that the chances for upgrades are much greater on larger ships, like the Escape.

It has more to do with how full the ship is. If you travel at peak season with the ship sold out, lower chance. 

 

Small ship, fewer rooms, fewer people bidding

 

big ship, more rooms, more people bidding

 

It’s all the same.
