Port of Miami - New RCCL Terminal Parking???

I'm trying to figure out where you are supposed to park for the new RCCL Terminal (Terminal A) at the Port of Miami -  according to the map on the port of miami website the nearest parking is not very close - surface lot C.  Do they have a shuttle or bus?   Who builds a brand new terminal with no parking?   All the other terminals at Miami have parking lots right across the street or very close.

It appears there is a parking lot for Terminal A - right at the terminal.  Which would make the most sense.  What doesn't make sense it why the port map provided by the port of miami and updated as of Jan 2019 would not include this parking deck.

Here is a picture of Terminal A with the attached parking garage. The garage was pretty empty when we returned from our cruise on Allure on 2/24.
