I tend to use ATM's where ever I go, and have never had a problem including in the DR where I go about once a year. I would expect Tortola to be the same. Also, US $$$ is the official currency of the British Virgin Islands so you are all set with US $ in Tortola. The Dominican Peso is the official currency of the DR but the US Dollar is widely accepted, no need to exchange your money.
