I filled out the OFAC form and chose "support of the Cuban people" but am unsure of what comes next. For ease I was planning on getting our Visas through NCL but don't know how that works. The website said we had to have a tour booked in order to board. Do we get our Visa at boarding? 1 Just call NCL and have them add the visas to your booking. It costs $75 per visa and is very easy. PROCRUISE Posted May 8, 2019 #28 Share Posted May 8, 2019 Well, it has been interesting reading all the different opinions and experiences. We're headed to Cuba with Holland America on March 4, 2020. We intend to book private tours with Havanacar.net who we have already contacted. We will be marking our HAL Guest Affidavit For Travel To Cuba, which secures our visas through HAL, as Support for the Cuban people. When contacting HAL they naturally acted like they didn't know anything about private tours and we should book HAL tours and mark the affidavit as People-to-people. I'm beginning to think I could mark it either way, or both, and still be fine!

Thanks in advance for any help. You can definitely walk around on your own and get off/on the ship as many time as you want.
