Not to put too fine a detail on it but they do if they’re not US citizens or permanent residents and are from a country requiring a visa.

Yes - I was trying come up with a way to say exactly that, without calling them "Americans" (which some consider an ambiguous term). Thanks.

We were on the Konigsdam this past June and requested to disembark when we arrived in Naples (the day before the end of the cruise.  We made the request of HAL and they sent us a letter of approval.  All went smoothly!
