Beer and Wine Waiver for 19 year old question

I am hoping someone will have experience I can draw on. For our family cruise over New Year's Eve on the Breakaway, we intend to sign the waiver allowing our 19 year old son to drink beer and wine. Beverage packages were perks with our booking. As of now, our son is showing 'Adult Soda Package' on our cruise planner. When we fill out the waiver on-board, will we have to pay the difference between the soda package and the beer and wine package? 

Thanks in advance for your response. I really don't want to sit on the phone with NCL!

We just experienced this same situation with our 20 year old.

 

Your son will not be permitted to purchase any alcoholic beverage package.  With your written permission, he can purchase beer & wine, but they won’t allow him to have the package.  Alcoholic beverage packages are available to those 21 and over only, even with parental permission.
