If you don't get a quick response on the outlet locations, you can try asking on the NCL board, since it's a ship specific question. https://boards.cruisecritic.com/forum/64-norwegian-cruise-line/ As for extension cords, many lines ban all cords except those supplied by the cruise line, since cords with surge suppressors are actually a fire risk due to the way ships are wired and grounded. If you need one you can contact the line's special needs department and ask for one (as well as distilled water if you need it for your CPAP).
