These gantry / moving platforms are used to wash down the windows & upper sides of the ship, but are required for fire fighting.

They have been mandatory since the Star Princess fire when it was realised that balcony fires could not be attacked from outside.  Remember that the fire on Star Princess was blamed on a smoker throwing a lit item over the side & it blowing back onto the balcony.  Full report online.
