Current Construction Situation at LGA - 9/22/19

I am flying into LGA this coming Friday (9/27).  I know that there has been construction at LGA for quite awhile now.  Four of us will need to get to The Tuscany Hotel in Manhattan.  One of the people in our party has difficulty walking more than a block or two.  We are flying in on American, which I think lands at Terminal B.  I have read, in the past,  that you can not get a taxi from that Terminal without taking a shuttle bus.  I have also read recommendations that one should take either an UBER or hire a car service which will pick you up at a nearby parking garage?

 

Could you please let me know that current situation at Terminal B and the easiest way to get to Manhattan from there.Thanks you so much for your help.

Hopefully, your trip this Friday will be better than the last time.  AFAIK, taxis are available directly at T-B with AA flights coming in/out there - that's probably the best option.  

 

Car service & ride-sharing vehicles can be met at T-B also across the walkway in the multi-story parking structure, a short walk ... you do NOT need to take that short shuttle ride to the remote lot at T-A.
