Regal princess upgrade offer

There are a group of us traveling on the regal princess in Jan 2020. 
two of the three cabins received upgrade offers from a balcony (BD) to a mini suite for $229 person.

 

when I called the 800 # they said I needed to reply to email address provided to answer any questions. My question is 1. What is the possibility of moving that 3rd cabin with us, since they didn’t get an offer. And 2. Does the $229 person only apply to the 1st & 2nd passengers? One of the cabins has 2 adults/2 kids (6yr. Old twins).

I am curious also.  We received the offer from inside to balcony on the Regal in January.  One of our cabins is a triple so I was wondering if the new cost was for pax 1 and 2 only?

We heard back yesterday and accepted.  The price was for pax 1 and 2 only. 🙂
