In Roatan, at the ports there is a kiosk/shop where they hand roll cigars with Honduran tobacco from the mainland.

Also a well stocked store in the West End. Take a taxi there.

I'm sure there may be a place or two in Palcenia, Belize.  Take a ferry there. Look for Nicaraguan cigars.

Cozumel  a number of cigar stores, the best is probably Havana Bobs, which is inside Wet Wendy's along the main square.  Also at the Dufry shops on the piers.  Just be careful not to get sucked into buying "Cubans".  Most are fake. 

Like in Costa Maya, there are shops in port and just outside in Nuevo Mahahual. near the taxi stand. There is/was a bar in Mahahual, just off the malecon around Rubio called Maha Sand Bar that has/had a cigar lounge.  Can't opine on the quality or selection. Take the tram down from port.
