I assume you are going on one of the sailings after November 2020. If that is the case, then the new port facilities at Puerto Plata should be operational. There is a pier there that is being refurbished to hold the largest ships sailing and it will only be a short walk into town. Amber Cove is owned by Carnival Corp, so it is doubtful that Royal would use that terminal.
