Price Drop on Unavailable Cabins

Anyone had luck on getting OBC on cabins that are not sold out but just not available?  My cruise just had another decent price drop but my category is not available for 4 if that makes sense.  All the cabins they were selling for 4 guests are still there but they are only putting 2 guest in there.  I assume they are worried about hitting capacity.  

 

The price for 4 would be about $600 less than I paid so that would be a decent chunk of OBC at 25%.

After final payment why do they need to offer anything?  If you cancel they get most if not all of your money.
