Saga insurance with cruise

Why do I pay £75 for insurance with my 14 night cruise even at over 75 with medical conditions, but if taking Saga insurance for any other holiday It is 10X as much? I.e. £750 for two weeks in a hotel in Europe, more than the holiday cost.

Perhaps it is because standalone insurance includes cancellation cover (although not for Coronavirus) but the insurance included with your holiday is only for the people named on the booking and only for the duration of the holiday, it does not include cancellation before the holiday starts, so less risk for the underwriters.

If you take the included insurance, Saga themselves take on the cancellation part.
