I have been to Bermuda a few years ago and there were mini-buses lined up right outside the ship, transporting to Horseshoe Bay and back. They were about $8 per person each way. Not surprisingly the drivers wanted a full load of pass before leaving at either end. The definition of full varied from driver to driver. Mini bus was $7 pp, taxi was $32 per vehicle. We used a taxi returning to the ship, shared it with another couple after waiting a bit for a minibus. In the cruise mode, whats two bucks? If that one was a 30 passenger bus, the driver would insist on filling most of the bus. So you would wait and wait..... Smaller mini-buses were not allowed to take any fares until it was their turn in the queue. Be prepared with enough cash to pay for a taxi ride back to the dock if you don't want to wait.
