If you are doing a partial transit, you can only do ship excursions.  But I believe you are on Emerald Princess on a full transit through the new locks.  There is a full day stop at Panama City after the transit.  You should be able to tell from the excursions offered on the Princess website whether you can tour independently.  From previous inquiries on this board it seems there are not many locals offering tours.  It may also be that Panama does not allow tours outside the bubble.  I know that you are on the lengthy roll call for this cruise.  What are your fellow cruisers planning?  EM

I have a Tours by Locals booked for an early March visit from the Ruby Princess.  I emailed the guide earlier this week just to check on the current situation, his response:


Yes, Panama is receiving cruise ships with tourists, so we shouldn't have any problems so far.
 

Lots can change between now and then but, thus far, feel good about the probability that this tour will take place.
