NCL Automated Support, give them a call at 1-866-625-1160.

(You can and should google 1-866-625-1160 before you dial just to verify it's actually an NCL number and not some kind of scam)
 

NCL Automated Support will need your reservation number and should be able to fix the no edocs available issue in your account.

 

It sometime happens if you start, stop and restart the check-in process.

Click on Matthew's tab and see what's he's missing.  

This happened to me and it was because we didn't click a link on the health & safety section.
