Are the steam rooms in the spa free? Specifically looking on Rotterdam

No, they are available in the relaxation area. Include the big whirlpool, heated loungers, sauna etc. Its an extra charge but well worth it in my opinion if you get a pass for the entire sailing. They do have specials on day passes when in port. You can save a bit by purchasing early and it’s always open for a tour if you want to see everything before you purchase.

There is a free sauna but as @Unlvswezel said the thermal spa is a paid option.
