We rented a VW Polo (nice car) for a day from Budget, whose dwntn office is located just N of the large town park. I reserved it over the internet for 43 Euros for the day (had to be back by 5:30 PM). No hassles at all. Friendly people at the office. (I found the people on Martinique very friendly... maybe it's an attitude thing.) The infrastructure on Martinique is first-rate. Excellent roads, good signs (albeit in French - they have a different word for EVERYTHING! - as Steve Martin once said:) ) We drove to St. Pierre, up to the center of the island to gorge de la falaise (utterly spectacular) back down to Fort de France on the Trace road - terrific, toured some lovely gardens.
