If we book a spa service now via the app ahead of our cruise, do we get charged at the time of booking? We have OBC via our travel agent but I'm assuming we wouldn't be able to access that until we board (?)  TIA!

Yes, if you book before sailing you will be charged at time of booking. You can use OBC to book shore excursions only , if the OBC is already posted in your account as most OBC from travel agents are not loaded till you actually on board.
