Yes, do it when you get onboard at the bar.  You can't buy in advance.

No, you can only purchase CHEERS onboard for one person if the other person has the DOU Everywhere on board which is CHEERS purchased by the casino for the player.  The regular DOU (Drinks On Us) in the casino while playing does require all adults to purchase CHEERS.

Elaine's answer makes perfect sense since the OP's DH would not have Cheers outside the casino so thus the OP would be the only one to have Cheers available everywhere so it would not be allowed.

The solution would be for DH to gamble more in order to qualify for DOU everywhere.

That is correct. The only way is if one guest has DOU all over ship.
