Haven't sailed with HAL in four years, but do we still have to stand outside during the lifeboat drills?

No standing, but depending on ship you may need to visit outside.

Current safety drill consists of watching the safety video on the TV, visiting and checking in at your lifeboat assembly station, and listening to the Captain's safety briefing over the PA speaker system, which is given just before sailaway.
