You can convert loot to promo credit to play in the machines or promo chips, these cannot be cashed out, only the winnings can. pretty sure the 7% fee only applies to loading new money, not promotional loot. Most cruiselines will add a service charge when you get cash and charge to your room. This is mostlyk to cover the charge to them from the credit card company.
