It's all tenders. And those are pretty much equivalent, though differences exist. Most of the issue is in the loading and unloading of the tender. Then, the effect of the seas on the passengers once inside the tender. You've seen how loading/unloading can be dicey even in calmer waters, as the tender bobs and weaves.
