They tried this deck thing before.  Didn't work back then either.  What did work is that they (firedoor) locked the floors and opened them up by scheduled time. That was a mess.  Again, no one stopped you from getting on board the ship.  So everyone mingled with their carry ons into the dining areas.

As of May 2022 they still boarded us at 11:30 but fire doors were locked till later. No real big deal

They send that out for pretty much all cruises leaving from San Pedro.  Princess does not sail from Long Beach.  It says for those that have not received their boarding groups via medallion to follow the schedule by deck.

 

However, in reality no one cares at the terminal.  Does not matter what medallion group you have or what deck.  Show up when you want.  If you show up before boarding starts you will receive a card based upon Captains Club status and arrival time (first arrivals board before later arrivals with the same status).
