Waitlisting and other excursion questions

We will be going on our first cruise ever next month and we had a couple of excursion questions.

 

Can you waitlist for an excursion without canceling an existing excursion that's booked at the same time?  We pre-booked our excursions, but we'd like to waitlist for a different one.  I'd cancel the existing excursion one if the waitlisted excursion opened up, but I don't want to cancel the existing booking and potentially miss out on both if it fills up and the waitlist never clears.  The website wouldn't let me waitlist with the existing booking.

 

Are waitlisted excursions likely to open up or are they likely to add another excursion to accommodate more people if the current ones are fully booked?

 

What do they do if the weather is terrible and it's an outdoor excursion like hiking or bicycling excursion?  Do they cancel it?

We will always book another excursion when our initial choice is waitlisted.

That said we have rarely had a waitlisted excursion when the waitlisted one hasn’t cleared. 
Simple excursions such as walking around an old town often have extra trips added. For example on my tour in Trieste initially there were 3 times to pick from. On the day there were 10 different times.

 

However when you know you are not going to take a tour please let them know. I have sat on too many buses waiting for booked passengers to arrive when they were aware they were not going.

I went to the Miramare castle, the old church and Roman ruins on the hill. Then a wander around the old town. I left the excursion then and had lunch. I did enjoy it.
